There is no special treatment for Yahoo and Bing search engine. Actually most of the search engine works on same principle. If you optimize your website under Google guidelines then its positive effects will be also shown in Yahoo and bing search engine.

The same for Google since they are all search engines. As far as I know, keywords tag is more important for Yahoo and Bing but much less useful for Google....

Well there is not any difference in title, description in Google, Yahoo and Bing. Title and description are the same for every search engine you don't have to specify it differently as per search engine.
