Can we mention profile link of our site in every forum if they relevant or not?

Nice job covering all the basics. Making your blog nofollow will not stop countless spam comments though. Spammers just want links, if they are follow or not.

Profile page creation is still effective, i am getting backlinks from few high pr sites.

Yes you can mention whether it is relevant or not. But I strongly suggest you to don't put signatures on irrelevant forums.
