Responsive design is a design which will change its layout depending on the display area of the device and will render same code and content as well whereas a mobile device will be much more easy to load with less and highly optimized content size. for example in a mobile the image which will be loaded will be of much lesser size etc...

Responsive design, is the design that changes while the size of the display changes. It's one design for all devices.
Mobile design, is the layout that has designed especial for mobile devices.

The mobile site is a website created specifically to mobile devices.

A responsive design is a "recent" way to adapt site designs to perform well on most web devices and screen sizes (normal computers, laptop, tablets and smartphones).

Both a mobile site and responsive design will optimize your site to be more appropriate for smaller screens; both will offer simpler navigation and faster load times.

Responsive web design is the best way to design one website for whole devices like: desktop, Tablet PC, Responsive web sites are fixed in every screen correctly and you do not wanna design separate website for each device.

A mobile site is essentially a copy of your website, where the server does the work to deliver an optimized page that’s smaller and easier to navigate.

In responsive design, the device does the work and automatically adjusts according to a device’s screen size (large or small) and orientation (landscape or portrait). It switches between these options on-the-fly.

Responsive design means it will responds properly on all screen size so you wont have any functionality or design issues. Mobile site is or mobile layout is specifically designed for the visitors who are detected as an mobile user agent and in that case you have two different versions of your website one is for desktop and one is for mobile.

Suggestion: I suggest you to go with responsive design it will save your money and gives great experience for all the users of your website irrespective of devices and screen resolutions.

Hope it will be helpful for you.
