I need a shared account with Cloudlinux which have a better resource management.
Is PanamaServer.com the best place which provide such a service?

Try narrowing your list of options by looking at the cheapest web host package that can meet your needs at the same time. Do not compromise what had been planned about for the web site just to meet the level of what can just be offered with the cheap web hosting package.

Think that it will be reasonable to recommend a good alternative called hostforweb.com - uptime is great (99.99%).
I love the speed of the site, the uptime, and the features. Everything works fine with them - recommended.

I think you should have more reliable options. I have noticed that onehopweb.com (http://www.onehopweb.com/) is really quality hosting provider and their cloudlinux+litespeed based solutions are featured and fast. I like the level of their services.
