Using webmaster tool remove the bad links pointing to the website.

If someone has hit by Google penguin update, he/she must research and found any low quality links or irrelevant links pointing to the website and try to get rid of them as soon as possible and in addition try to build gradually some quality, theme related links from authority websites. It will take sometime to recover from this update.

We should implement the effective link building strategies and choosing only good quality website to post the link building techniques.After that we should remove the unwanted backlinks and nor relevant backlinks from the google web master tool by using disavow tool.
