Backlinks from low PR websites can also be helpful for any business but the thing that need to be considered is not to built any irrelevant, low quality links means spammy links (off-topic, over optimized), because such links can damage all efforts.

Domain Authority is very important for the site. If you want make good backlinks for your site, you should make backlinks with good authority site.

Definitely, if you submit your link to low PR sites than it will affect your site PR as well, so you should avoid all the low PR sites and keep posting on high Pr sites.

it's better to get the link back from the high PR directories. That will improve your search engine ranking.

Also, check your website theme/idea and try to submit into the relevant/niche directories

In short there is no harm if you
1. Go for low PR but relevant directories
2. High PR- more the better
