The strategy of using longtail keywords to target local market definitely does work without any risk, but when you use a single longtail keywords massively targeting the same url, actually you are inviting googlebots to guess whether or not these links are natural. So always use variations also in long tail keywords because it is easy to use multiple variations in long tail keywords.

I agree that if you are dealing with the local business than you have to use the long-tail keywords. In-fact they gives you a tremendous ranking in Google in short time.
