Basic Web Designing

Actually I'm new and I'm going to learn Web designing. I've heard many suggestions both from beginners and professionals. Some of the worthwhile advices are..
1.Learn HTML5
2.Installed variety of browsers in your computer for checking contradiction of tags.
3.Text Editor [Notepad++, Bluefish, NetBeans] for checking out the markup
4.CSS or Java

Like these...

HTML is the most basic tool u need to know, but in this day and age just using HTML, Css is very rudimentary and primitive.
