What does the term "Flash Optimization" refers to? Do every website needs Flash Optimization?

Only few websites are using adobe flash now. Google bot cant crawl flash content, its better to use HTML 5 instead.

adding description and keywords in the flash file is flash optimization as Google can not read flash files.
