Which optimization technique is better...?? On-Page SEO or Off-Page SEO..!!

Both are important because its 60:40 ratio is compulsory, in on-page you can write title, meta tags, H1 to H6, sitemap, robots.txt, conical tags, alt tags images etc... Off-page works like social bookmarking, article submission, blogs post, image submission, local listing etc.. also very important.
