The simple answer to this question would be as below.

Web Design = Its a skill , a practice which includes designing a webpage like images , PSDs , background etc... Design can be done use photoshop ,

Web Development = its includes programming , scripting and coding in different programming languages such as php , html , java etc..

Web design is the customer-facing part of the website. A web designer is concerned with how a site looks and how the customers interact with it. Good web designers know how to put together the principles of design to create a site that looks great.

Web development is the back-end of the website, the programming and interactions on the pages. A web developer focuses on how a site works and how the customers get things done on it.

Web development is the coding and the programming that let the web pages function. It focuses on how the site will works and the one of its process is web designing. Design is a process of creating or collecting ideas and implementing them depends on the purpose. Same as the Web Design, it is a similar process of creation and presenting the content in electronic web pages which is being access through internet with the help of browsers.
