Web Design is the process of collecting ideas, and aesthetically arranging and implementing them, guided by certain principles for a specific purpose. Web design is a similar process of creation, with the intention of presenting the content on electronic web pages, which the end-users can access through the internet with the help of a web browser.

As you know, Responsive Web design is the approach that suggests that design and development should respond to the user’s behavior and environment based on screen size, platform and orientation.
But is called responsive web design when you use CSS and HTML to resize, hide, shrink, enlarge, or move the content to make it look good on any screen.
For example, LTHEME (http://ltheme.com/joomla-templates/) and AGETHEMES (http://agethemes.com/downloads/category/joomla-templates/) are completely responsive website and all the templates here are designed in a modern, professional and clean looking styles.
Hope this will be a great source for you!

Web design encompasses many different skills and disciplines in the production and maintenance of websites. The different areas of web design include web graphic design; interface design; authoring, including standardised code and proprietary software; user experience design; and search engine optimization. Often many individuals will work in teams covering different aspects of the design process, although some designers will cover them all. The term web design is normally used to describe the design process relating to the front-end (client side) design of a website including writing mark up. Web design partially overlaps web engineering in the broader scope of web development. Web designers are expected to have an awareness of usability and if their role involves creating mark up then they are also expected to be up to date with web accessibility guidelines.
