Cloaking is a SEO technique used to present the content on a web page in a different content than what is really presented to a regular user. The goal of cloaking is to increase the website's page rank on certain keywords.

Cloaking is a search engine optimization (SEO) technique in which the content presented to the search engine spider is different from that presented to the user's browser. This is done by delivering content based on the IP addresses or the User-Agent HTTP header of the user requesting the page.

That is essentially it, when you are serving different pages to the spiders and bots than you are to real users. Though it often goes further than that. Cloaking scripts would typically generate hundreds of thousands (if not millions) of fake pages on the fly which would then redirect back to one of your real pages for real users. However for bots, it would trick them into thinking your site was enormous, and loaded with pages about all sorts of keywords related to your niche.
