Cross linking refers to the process, procedure or development of linking between two sites. Cross linking can helps you to increase the page rank of your website. Cross linking plays an important part in Search Engine Optimization because of the link popularity that will determine the value of your website. Aside from increasing traffic, it's also use for link popularity.

Reciprocal links and inbound links both SEO tools are used to create cross linking.

When having cross linking between two sites you must remember some points like each site has original content, it must be host through different IP addresses and don't use cross linking in every page.
