You can get a higher quality score of your ad by Expected Click-through Rate, Ad Relevance and Landing page Experience. The more relevant your ads and landing pages are to the user or the searcher, the more likely it is to have a higher page rank.

Quality Score is Google's rating of the quality and relevance of both your keywords and PPC ads. The factors which contribute in a higher quality score of display ad are such as:-
It is used to determine the CTC.
Your click-through rate (CTR).
The relevance of each keyword to its ad group.
Landing page quality and relevance.
The relevance of your ad text.
Your historical AdWords account performance.
