Meta Tags do matter a lot in the SERP. Only if you give appropriate keywords in the Meta Tags the search engines will consider them as relevant and boost up the rankings in the SERP for your keywords.

Metadata means "Data about data". So meta description is a short data about your website. I am not an SEO gure so I can't conform if it matters or not but I have been on various SEO forums and most of the guys there said it does not matter anymore as search engines have become more and more smarter.
