I'm looking for a fairly specific criteria for my host to replace an old host that I'm no longer happy with. It can either be US or UK based.
I want:
PHP
MySQL
preferably cPanel (if not it must have another decent control panel)
and last but not least a dedicated IP for an SSL Cert

Bandwidth and disk space doesn't need to be anything special, but it needs to be reliable (the reason i'm leaving my current host!).

Any advice or recommendations would be really appreciated.

I think that you can have the dedired package of good quality from serverpoint.com, the company is one of the most stable company.

For cheaper deals you may try looking through dayanahost.com - the very economous and stable hosting.

Please post here what type of site do you plan to host,
the rest of your requirements look pretty basic, so any Starter or Baby plan should meet your requirements. If reliability=uptime is mission-critical, you might be interested in the Business series of web hosting plans.
And also what's your preference as for location: USA or UK?
