Outbound links are links that point to some other domain from your site.
In other words, outbound links are going out from your site to others :)
Personally, I think outbound links does not help in ranking your website in search engines. Even ethough Linking out is also a great way to build relationships with those site and there is no real evidence to suggest that your rankings are negatively affected by outbound links, it's neccessary to take care not to link out too much.
