DMOZ is still very much alive and is growing and improving daily.

The problem is the expectation that they provide a listing service for webmasters when in fact nothing could be further from the truth. DMOZ is simply a hobby and Editors categorize websites for the web surfers. They select sites that comply with DMOZ guidelines and list them into categories.

DMOZ or Open Directory Project (ODP) is an open content multilingual web directory for websites links. Webmasters know well how useful it can be for their website if it gets listed in DMOZ. That's why it has become one of the most favorite online submission web directories for most webmasters. DMOZ has been working out there for over 12 years, but it was until recently when a great boost was observed in its popularity. GnuHoo was the name that was given to DMOZ when it first emerged in 1998. Then after getting acquired by Netscape, it took its new name. The idea behind the submission was the same as it was twelve years back when it was created.

Dmoz is the Internet’s largest directory system (over 4 million
web sites) and is maintained by human editors. A web site listing
in Dmoz can also be an important part of having a web site rank
well in Google, because Google uses Dmoz results in it’s own directory.

Advantages of Dmoz :
Better relevancy than non-human edited directories and search
engines.
Do not rank, promote or optimize sites, simply a data provider.
Disadvantages
Abuse by editors (not often)
Can take a long time to have your site reviewed

DMOZ uses a hierarchical ontology scheme for organizing site listings. Listings on a similar topic are grouped into categories which can then include smaller categories.
