The algorithm they are currently using appears to be quite limited. It usually only detects identical images or different resolutions of images which are cropped exactly the same.

Google doesn't always put much work into minor features, like this. They could almost certainly come up with a better algorithm if it was important to do so

I have not seen a ‘discover duplicates’ feature on Google photos yet.
You would need to eyeball them. They should be pretty close together, as Google reads the meta data from your photos and organizes them accordingly.

Yes google is good in identifying images but dont that effect seo and site ranking
