Robot.txt file and Sitemap are two separate terms. Robot.txt file is used when you do not want that your webpage crawled by search engine while Sitemap of xml is useful for search engines and HTML for online users.

Robots.txt is a text file that contain crawling instructions for a spider. Sitemap is a directory tree for all the pages of your website. They are two different different things, but help to control the search engine robots.

Robot.txt:
It is an HTML tag placed on the source of a web page which redirects search engine spiders which files to crawl on or not.

Robots.txt is a simple text file that is placed on your site’s root directory. It is that file on your website that tells these search engine robots what to crawl and what not to crawl on your site.
To facilitate auto-discovery of your sitemap file through your robots.txt, all you have to do is place a directive with the URL in your robots.txt, as shown in the sample below:

So, the robots.txt file looks like this:

The robots exclusion protocol , or robots.txt is a text file webmasters create to instruct robots (typically search engine robots) how to crawl and index pages on their website.Robots.txt needs to be placed in the top-level directory of a web server in order to be useful. i.e http://www.sitename.com/robots.txt

Robots.txt and sitemap both are different things.
In robots.txt you can allow or disallow url in search engine.
In sitemap.xml you can show that how many pages in your website and user can directly go these websites

Robot.txt is a file that basically contains information about which part of the site should be publicly available.It is there specially for the search engines bots that crawl the websites to determine which page should be made part of the index.Blocking URL's in robot.txt does not prevent google from indexing the page.
