What are the limitations of title and description tag?

As per Google procedures, can a person tell me what the limitations of title and description tag?

Head, I would like to thank the publics, who had exposed their interest in answering my thread. Here I am a little bit confused, few of them have written 55 to 115 and few of them have written 70 to 160 characters. Can any person guide me, which one should I choose for my new site?
