Yiu can use backlinks checker tool . I'm using ahref , it's the best tool.

There are many tools are available where you can check your competitors backlinks as well as yours.

There are lots of tool available on the internet which help you to find the competitor backlink but I prefer to use the Ahrefs, Opensiteexplorer and Backlinkwatch.
