Google Sandbox is the process from Google to put your website in their "sandbox". It means your site won't be found anywhere in your targeted keywords.
How could it happen? If your site is still very new or if your site is a suspected spam site. If your site is still new, just wait for quite some time (let's say 1-4 months) depends on the competitiveness of the keyword before all of sudden they will make your site rank high. For instance you never found your site in top 1000 of your targeted keyword. The next month you will find it in top 20.

The Google sandbox or “sandbox effect” is a filter that Google applies to new websites that want to rank in the search results for specific phrases. The filter exists to prevent SEOs and spammers from easily manipulating search results by satisfying all of Google’s major offsite and onsite factors.

Google sandbox is a virtual database where new sites are stored until they don't get back-links and ranking on SERP. If you're website is not ranking on exact title of your domain or webpages then it means that still your site is in google sandbox. So increase your website traffic or ranking to remove it from sandbox.

The Google Sandbox is an alleged filter placed on new websites. The result is that a site does not receive good rankings for its most important keywords and keyword phrases. Even with good content, abundant incoming links and strong Google PageRank, a site is still adversely affected by the Sandbox effect.

The Google Sandbox Effect is a theory used to explain why newly-registered domains or domains with frequent ownership changes rank poorly in Google Search Engine Results Pages (SERPS). In other words new websites are put into a “sandbox” or a holding area and have their search ratings on hold until they can prove worthy of ranking.

The Google Sandbox is viewed by many as a probationary period forced upon new websites that prevents them from shooting to the top of search engine results. In more complex terms, Google’s Sandbox is believed to consist of a filter program placed on its search engine that impacts only new websites that its bots crawl.

Hi,
The Google Sandbox is an alleged filter placed on new websites. The result is that a site does not receive good rankings for its most important keywords and keyword phrases. Even with good content, abundant incoming links and strong Google PageRank, a site is still adversely affected by the Sandbox effect. The Sandbox acts as a de facto probation for sites, possibly to discourage spam sites from rising quickly, getting banned, and repeating the process.

According to the theory of the sandbox effect, links which may normally be weighted by Google's ranking algorithm, not least improving the position of a webpage in Google's index, may be subjected to filtering to prevent their having a full impact. Some observations have suggested that two important factors for causing this filter to come into play are the active age of a domain, and the competitiveness of the keywords used in links.

The Google sandbox temporarily reduces the page rank of new domains, which allowed certain "black hat" SEO professionals to make a quick buck by ranking a new site on the top of the Google's index for a Competitive keyword, and then cashing out before google caught up with their spam technique.
