As long as someone wants to see his website online, as long as someone believe that having a website could increase the reach of his business to bigger number of audience, as long as people would like to exhibit things there is always a scope for the hosting services.
If it is in the case of a small business selling their stuffs. If they are convinces that selling their goods online would fetch them a wide market they would be interested to step their feet into online business. They would need to buy a domain name, design a website and host the website. Since they are accepting payment, they will be forced to install an SSL and considering the growth of their business they might consider to update a normal domain validated SSL to EV ssl. Requirement of hosting environment increase and they would consider moving from shared hosting to a VPS. This is a normal flow which we can notice even in case of a small business.
