Please guide me ...what are the limitations of title and description tags?

Title tag consist of 55 to 60 character and we have to use primary keyword in title tag. Descriptions tag consist of 155 to 160 character and we have to use primary keyword in the meta description.

Title should be 55-60 char with spaces & special char.
Description should be 150-155 Char with spaces & special char.
