You should learn some designing software first like Adobe Photoshop then Adobe Dreamweaver. After that learn some programming languages such as HTML, CSS, PHP or any other language. Search tutorials on Google or you may go for Udemy / Lynda courses.

Web design in not a very unique career option. But if you want to be a Good Web Designer, you must have good grip in tools like Adobe Photoshop and Corel Draw for Visual Effects and coding in HTML, JavaScript and CSS. Knowledge of Server scripting language and Problem solving can boost up your strategy of web design.
