I would like to know that How can we check that the website has been penalized or banned by Google?

If we search the name of website without www. or extension like .com and website appears in search then it is not penalized nor banned and if it doest not appear then it may be penalized or banned.

If you want to know your website is penalized or banned by Google, than you can check your webmaster tools. Whereas if you want to check other's website whether it is banned or not that just run a Google query as site:www.websitename.com.

If website is not listed in the Google SERP, than it is penalized. If you can see the link, than their is no penalty.

Even there are some tools, which helps to check website penalty.
