The most decrease bounce rate is the better bounce rate for the site and it depends on the visitors activity on the site.

As a rule of thumb, a bounce rate in the range of 26 to 40 percent is excellent. 41 to 55 percent is roughly average. 56 to 70 percent is higher than average, but may not be cause for alarm depending on the website.

There is not any specific term or percentage figure but yes if you have less than 50% bounce rate on your site is good. Or if possible make it as low as possible.

I think If your website bounce rate is 25-40% that is very good, Bounce rate is totally depends on your webpage design and visitors.

I think 50 to 60 is good bounce rate for a website. If more than 70 means you need to analyse and try to change to improve bounce rate.

Bounce rate is the percentage of visitors to a given website that leaves the site after viewing only a single page. A high bounce rate can be interpreted to mean either that the content is not relevant to its target market or that the site is not attracting its target market effectively. Bounce rate can be measured in one of two ways: Either determining the number of visitors who enter the website but “bounce” or move before exploring anything other than the entry page or determining which visitors leave the site after only a brief time period.
In my opinion less then 40, you can consider as a good bounce rate.

Anything over 70 percent is disappointing for everything outside of blogs, news, events, etc.

A good bounce rate in the scope of 26 to 40 percent is fabulous. 41 to 55 percent is generally normal. 56 to 70 percent is higher than normal, yet may not be reason for caution contingent upon the site. Anything more than 70 percent is baffling for everything outside of web journals, news, occasions, and so on.
