One of my website has already been affected by Penguin update. How can I recover it?

Check poor quality back-links and then use disavow tool to remove them
Avoid Balck Hat SEO techniques
Create quality back-links
Avoid spamming etc
Use optimized content

You have to focus on QUALITY BACK-LINKS THE MOST to recover from Google's penalty.

Penguin update treats with scanning through link profile of a site. You have to check the links pointing the site by using tools like AHREFS and set up a rundown of low-quality links. You will have to try to get those links deleted like emailing the website admin.
