The idea behind that is that searche engines like Google do ont only care about how many links refer to your website but altough analyse their environment and the topics of webpages. The better the refering websites fits your own topic / content the better for your ranking.

One of the most important signals engineers have worked to extract from links istopical relevance. This allows search engines to answer questions such as "What is this website about?" by examining incoming links.

May be it could be the relevancy of the links with the content or topic. Link building with irrelevant content or website is considered as spam or your site could be penalized by google algo. So make sure relevancy is more important between the content and the links or the site from where you're getting the link.
