I assume you will need to change web hosting service provider for the VPS and you do not need to have dedicated server.

Why are you thinking to move is the main point? VPS is a type of a server which is as good as a dedicated server for small business. Stick to it :)

I agree if your needs are being fullfilled by a VPS then stick to it rather than going for a dedi.

Either would server you well, it would be cheaper just to get a low end dedicated server rather than a high end VPS.

Just remember that if you are not capable of managing your VPS or dedicated server, purchase a managed package.

Lets start by asking what is your requirements, and why do you need them. Just because you have a small business is not answer enough to know which would be the best choice for you.

1.) What are you needing a VPS / Dedicated for? What is it that your trying to do online?
2.) Do you have any size requirements / limitations? Hard drive space, bandwidth, cpu needs?
3.) Budget?

Really you should answer those questions instead of just blindly accepting a answer based on nothing but you being a small business, now what I mean?

Intially go for VPS, later on you can migrate to dedicated acc to requirement.

Well, it will depend on the size of your site and as well as the number of traffic you get each day. If it's less than 5,000 visitors a day, VPS is the best solution and as time will pass, your website will get more popular and so do the traffic. At that point of time you can think about dedicated server.

Dedicated means its privately yours while VPS means its still a shared one but made private for your use.

That depends. What is the specific requirements of your website,like bandwidth ,traffic,disk space,or pricing and so on?Individually,VPS should be chosen at first,as your website or company grows,webhosting plan can be upgraded to other more suitable plan.

Dedicated server is a Standalone server and Virtual private server (VPS) is a server derived by dividing a Dedicated server into several small servers using some virtualization application. A VPS server offers you with same features that are offered with a Dedicated server. The only difference is the resources allocated to both the servers. A dedicated server will definitely have more resources and a higher price when compared with a VPS server. If you are looking for economical hosting solution with lots of features than you can surely opt for a VPS server. VPS is generally good to start with and later on you can even upgrade to a Dedicated server.

I would recommend by the VPS hosting service. It provides more control and easy. Your service is the same as a dedicated hosting, but the price is cheaper, much like shared hosting.

VPS selling is a great thing as well as the dedicated selling. First of all, find a good service provider. Cheap quality providers give slow hosting services. Avoid them!

Cloud VPS are definitely more reliable than dedicated servers as they are significantly more resistant to physical hardware breakdowns. But the cost of the resource is lower on dedicated servers.
