In SEO, to check penalized or banned, you can check through Google Webmaster tool or you can check manually by typing the url or name of your website on search engine. If it's not there, then it means your website's got banned or penalized by search engine.

There are 2 ways to check the penalized or banned websites.
1. Through Google Webmaster tool, check the status of your website.
2. Manually check by typing the name or URL of your website on the search box. If it's not there, it means your website's got penalized or banned.

If you want to check whether your website is penalized or banned then you need to check Webmaster tools. Whereas if you are looking to know whether the website is penalized or not before getting backlink you just need to place that website domain in the Google search. If you can see that domain in the search result than website is not penalized, and if the website is not listing means that domain in penalized or banned.

Remember, a link pointing to a site is a vote. So your voting for this banned or penalized site that the SE’s have stated is bad news. If your voting for them, then that must mean your site is also bad news. Ever heard of the saying, “Birds of a feather, flock together?” I have. It’s another one of the sayings that didn’t make sense to me until later on in life.

If we search the website from its name without www. or extension like .com and it appears in search then we can say it not penalized nor banned and if it doest not appear in search result then it may be penalized or banned.
