Working of Google Penguin Algorithm?

can any one let me know, how penguin algorithm works? what is it actually intended to do? What google want to accomplish with Penguin?

Google launched the Penguin Update in April 2012 to better catch sites deemed to be spamming its search results, in particular those doing so by buying links or obtaining them through link networks designed primarily to boost Google rankings.

Google Penguin Algorithm is launched to target such websites that have spam backlinks. All such websites were penalized through this algorithm that built spam backlinks. India was massively hit where thousands of link builders from different companies were being fired after losing ranking on lead generating keywords.

Yes work this algorithms because that is good for every website because spam and harmful backlinks that is not good.
