There is no news from Google that how long it will take to roll out. It is really never done rolling out because it is real-time, Google said. As Google bot crawls and recrawls and indexes and reindexes the URLs across the web, Penguin scores are being pushed in real time. Thus, it is never ever really fully rolled out.

Penguin 4.0 is the real time update for Google. With this change, Penguin's data is refreshed in real time, so changes will be visible much faster, typically taking effect shortly after we recrawl and reindex a page. It also means we're not going to comment on future refreshes.

Google has not confirmed any thing about how long this updated will run. So the only thing that we can do is to stop spamming or remove low quality links from your webmaster account.
