Google Penguin algorithm is updated for link purpose.

Penguine: Affect for low quality, paid and harmful backlinks.

Panda Update is to analysis the duplicate content while Penguin is to analysis the unnatural links to the Website.

Google Panda focuses on quality of content and other on-page factors. Whereas Google Penguin targets websites which use Black-hat seo.

1) Panda hit usually happens due to low quality content, poor SEO stricture and few other factors.
2) Penguin hit usually happens due to low quality link and bad linking (Internal and external)

Panda update Penalise websites of low quality and those with low quality content. While Penguin update bring down websites that violate Google’s Webmaster Guidelines and use black-hat SEO techniques.
