Both updates can harm your website, you can,t say which is more harmful, as decreasing ranking is always a negative point.

Both are google algorithms which are designed for specific reasons.
Panda penalizes those site having low quality content or duplicate content.
Penguin penalizes sites having low quality backlinks or spam links.
