It will be much more difficult to optimize flash website for SEO than normal html website. If you really insist in creating your service in flash you can divide your flash content into multiple files corresponding to different pages and use a sitemap, then try to add html code to each of the flash files (this way you will show search engines what is the content of each page) and use navigation that is readable by search engines (for example css menu).

Finally, one Flash effect is slow loading times for a website. Flash does slow down the loading of a site, no matter what some Flash experts will say. It can also require updates to web browsers that annoy users. You want maximum website performance; anything less can drive away users.
