Static URL means which doesn't change when we request for any web page from the server. Static URL include the whole address of the webpage which is easily readable by user's.

URLs is categorized into two types first static and second one dynamic URL, A static URL is one in which the content of the webpage remains the same as long as the changes are not hard coded within the HTML

Static URLs used to remain as it on every search. They do not vary according to user. There is no customization option for the static URL.
It always recommended to use the static URL instead of dynamic URL.
