Reverse SEO is a Black Hat SEO technique which is used to bring down the website of a competitor on SERP in order to increase website rank of your own website. It is not recommended to implement as search engine will penalize your website.

Reverse SEO is when you want to delete or remove the bad publicity that your website has. Instead of pushing your website to the first pages of Google, you're trying to push it back for people not to discover the negative reputation.

Whereas normal SEO is sending your website and making it more visible to your potential customers.
