Not really, site performance, if you are talking about speed of your web page, then the web page made should be optimized, web hosting is not always a problem.

you need to Think about a number of things.

Web Design: should be Responsive and optimized
Hosting: make sure the server you are on is running LiteSpeed web servers
Images: all images you use on your site should be properly optimized for performace.

Yes. Site performance depends on web hosting (http://www.unisecure.com).
If you are using shared web server then performance will not be good as dedicated server.
Also, performance depend on which service you are utilizing, for eg: vps hosting, dedicated server, cloud hosting, etc.

There are a lot of factors that can go into the speed of a website from the server specifications to the quality of the network, the region of the server to the visitors, and the application itself (if it's poorly written it could be the cause for The slowness and not the host itself)
