What is the process to disavow bad links?

Download links to your site

1. On the Webmaster Tools home page, click the site you want.
2. On the Dashboard, click Search Traffic, and then click Links to Your Site.
3. Under Who links the most, click More.
4. Click Download more sample links. If you click Download latest links, you'll see dates as well.

Upload a list of links to disavow

1. Go to the disavow links tool page.
2. Select your website.
3. Click Disavow links.
4. Click Choose file.

Other sites may want to remove links gained from participating in bad link. Though Google has outlined steps for recovering from this particular penalty.

1) First of all, you should start downloading your links of your domain from Webmaster Tools.
2) Save .csv file in your spreadsheet (.xls) and Assess each link manually. Add domain: in front of each domain name with out http and www, which you want to disavow.
3) You ALWAYS want to disavow on the domain level. ( If you disavow on the url level, you run a very high risk of missing bad links.)
4) Make a Text file. (Your disavow file has to be a .txt file in UTF-8 format or 7-bit ASCII.)
5) Go to "disavow tool" in Google webmaster (search console), or find in search engine for tool, and select your site from the dropdown list.
6) Click "disavow links" and then "disavow links" again and then "choose file". This is where you will upload the .txt file that we just created.

First find and create a list of bad or spam backlinks.
Send link removal request to them.
If they don't remove your links or ask for money, then add then in the list of disavow file
Then go to you webmaster account and submit that file via disavow tool
