Bounce rate is a ranking Factor?

Is bounce rate a ranking Factor?
Some said yes, some said no.
I am getting confused if it isn't a ranking factor then why and if it is then why?

Yes today bounce rate is ranking factor. Lower the bounce rate, higher is the ranking of website for keywords
