The concept of sandbox is about reducing the page rank of newly created domains temporarily. This strategy is done by Google so that the wrong optimizing methods applied by the SEOs (to outsmart Google’s page rank) don’t succeed. The SEOs try to get many inbound links for a website from the ones they own already.

Google Sandbox is generally used for websites which are newly launched and then arouse the suspicion of Google, usually by adding a large amount of new content in a very short period of time. This appears to Google as spam; and the Sandbox is essentially a spam filter which watches for suspicious activity, reasoning that a site which adds enormous numbers of new posts, pages and content instantly is probably filling itself with duplicate content or engaging in search engine spamming.

It's like the prison for websites, those websites which are banned by Google due to violating Google Webmaster policies are placed inside the Google sandbox till they are elligible for upload.

Google Sandbox is the process from Google to put your website in their "sandbox". It means your site won't be found anywhere in your targeted keywords.
How could it happen? If your site is still very new or if your site is a suspected spam site. If your site is still new, just wait for quite some time (let's say 1-4 months) depends on the competitiveness of the keyword before all of sudden they will make your site rank high. For instance you never found your site in top 1000 of your targeted keyword. The next month you will find it in top 20.

Google Sandbox is a temporary filter that Google maintains, especially for new sites that it has a hunch about regarding whether they use spammy link building techniques or if Google bots can’t spot which keyword the website is supposed to rank for. The websites in Google Sandbox remain there until Google feels they are worthy of competing with other sites in search results for the keywords.

In other words new websites are put into a “sandbox” or a holding area and have their search ratings on hold until they can prove worthy of ranking.
