You'll have to create a HTML layout which can be manipulated with CSS to work on any screen. And then you can use CSS media queries to change the positioning and sizes of HTML elements to make it fit almost any screen.
If you're new, you can also try something like Bootstrap framework which makes it really easy to create responsive websites.

Responsive Web Design is the answer to this. It is the concept of developing a website design, in a manner, that helps the lay out to get changed according to the user’s screen resolution. Unlike the traditional Mobile Specific Website design, where a separate URL is created for mobile devices, serving a different set of HTMLs, sites that use responsive web design serve all devices on the same set of URLs, with each URL serving the same HTML, to all devices and using just CSS to change how the page is rendered on the device.

For a fast, mobile-friendly/responsive website, I suggest that you get started with WordPress.
You will need to download an Astra theme and, if possible, upgrade o Astra pro, which comes with UAG ultimate add ons for Gutenberg.
Gutenberg is very light ad easy to use, thus producing fast and google friendly websites.

If you dont have a time to learn CSS use Wordpress platform and some themes for make your website fully responsive, most of the themes have graphic editor which allows you to check during building a website how it looks like on different devices so you can create the mobile layout during that process (no coding required)
But knowing CSS helps a lot even if you are using Wordpress, some graphics editors are limited and there is a need to customize things in CSS directly.

So many online tools now allow you to make multiple versions of the same site that it's fairly straightforward. Most WP themes are responsive out of the box and you can tweak how they look. Shopify sites the same, Wix, Squarespace etc. It's a lot easier than the old days!
