WordPress is the better option for SEO because search engines prefers WordPress sites more than HTML sites.

I'm old skool and for fast loading websites use HTML as you want more content than coding. I see wordpress and others with vast amounts of css and javascripts that slows your loading speeds and you won't get your high ranking you desire.
