In the 8 months I've used QHoster.com (http://QHoster.com) - I can only remember 1 significant session of downtime, and that was partially my own fault because I didn't update to a new server when they asked me to. They solved all the troubles. I am happy with them.

QHoster.com is really quite excellent, and offers excellent value for relatively low cost.
Mail system is superb, with spam controls, webmail and mailing list management about as good as one could want.

Customer Support is very helpful, and very quick with responses, unlike a lot of hosts i've been with.
QHoster.com (http://www.QHoster.com) price isn't the cheapest around - but for what they offer I can't find anybody with better pricing.
