Hi all,

Is it true that out of overall SEO, 75% is OFF PAGE and 25% is ON PAGE?

Yes it is true, 75% of SEO is off-page and 25% is on-page.

I Think ratio has to to be 60:40, 60% on-page and 40% off-page if your website on-page is not good no matter how much back links you build they will go in vain

Yes it is true because On-Page SEO techniques are implemented one time while Off-Page SEO techniques are implemented continuously to improve the rank of a website.
