Penguin is one of Google's Algorithm which was announced by Google to reward high quality website and penalize the low quality websites that engaged in Manipulative schemes and Keyword Stuffing.

Those sites who were involved in LInk Schemes and Keyword Stuffing had to suffer because of Google's Penguin algorithm.

Google penguin is like a filter, penguin is designed to identity what Google believe on 'low quality links' you can see that last time Google is penalize us on a over optimization.
I call this update "Panda's best friend", but I don't see how a panda and a penguin can interact with each other, or even be close to each other unless we're seeing the Madagascar movie, or we're in a zoo. In fact, I don't think they'll be together in a zoo. Anyway, I don't see it as something that would completely kill SEO. It's just telling webmasters to focus on content creation for the people to read rather than content creation for the crawlers to see.

Penguin update is one amongst the early Google Algorithm updates which aimed at penalizing sites which were doing spamming.

Some sites involved themselves into buying links, link farms, Link exchange and other Black Hat SEO techniques in order to increase their rankings.

Presented in 2012, it has worked on an intermittent premise. At the end of the day, the Penguin channel would run and catch destinations esteemed spammy.
