Any recommendations would be appreciated:
US based Unmanaged CentOS VPS
30GB SSD Storage, 4GB RAM, 2 vCPU, 3 IPv4 addresses
Hopefully looking to pay $25/month
Can I trust RegVPS.com and Rockhoster.com Linux vps host? Any reviews, please?

Will you use the control panel on the server? If so, the price may vary depending on the control panel. There are the following paid control panels: cPanel ($13 minimum license), DirectAdmin ($5 minimum license), Plesk ($14 per month). The free ones are CWP, CyberPanel, BrainyCP.
You can also consider Almalinux or Ubuntu 20.04 as an alternative to Centos.
As for VPS, I know that there is a plan for $12 per month from hostpro.com (4 GB RAM, 2 CPU, 100 GB NVMe SSD, Unlimited bandwidth). I think this is a good price for such resources. The hosting itself is good and the support is great.
